The ECMA's attempt to challenge the regulations regarding the use of Electronic Collars for dogs in Wales failed

An attempt by the Electronic Collar Manufacturer’s Association (ECMA) to challenge the regulations regarding the use of electronic collars for dogs in Wales ended in failure last week. At a judicial review, the Royal Courts of Justice upheld the Welsh Assembly’s original decision in March 2010, which banned the use of such devices.

Wales’ rural affairs minister, Elin Jones, said that the decision vindicated the Assembly’s “careful approach in making these regulations”, the first of their kind in the UK, and the first piece of secondary regulation to be introduced in Wales under the 2006 Animal Welfare Act. “In Wales, reward-based training and control of animals is acceptable,” she said. “The use of collars that deliver an electric shock to a dog or cat is not.”
